We endeavor to fill billets in a timely manner with the most qualified individual, whether military or civilian. Manpower/Manning has oversight of nearly 6,000 billets and acts as a strategic partner between Installation and Chief of Naval Operations (CNO), Commander, Navy Installations Command (CNIC), Bureau of Personnel (BUPERS), Enlisted Placement Management Center (EPMAC) and Navy Manpower Analysis Center (NAVMAC) to ensure manpower requirements are met. The Regional Manpower and Manning division (N11) oversees both civilian and military billets for seven installations on three continents. Our responsibilities include manning, manpower, human resources operations, and the Foreign National Program. The Total Force (N1) department oversees personnel requirements for military, civilian and local national employees.
